Tariff Talks Heat Up—Johnson Hints at Rare Bipartisan Action

If there is a “imbalance” between the respective powers of the executive and legislative branches, Speaker Mike Johnson warned on Wednesday, Congress might step in to limit President Trump’s worldwide tariff system.

During an Axios event, Johnson stated, “I think the executive has a broad array of authority that’s been recognized over the years” in relation to trade. “We will intervene if it approaches the point of imbalance.”

However, he was quite clear that, despite the economic uncertainty, he did not believe things had reached that stage. What, three weeks into this new administration’s tariff policy? I don’t think it’s right for lawmakers in Washington to attempt to impose their will on the situation.

Not only that, but Johnson promised to “call the president and talk with him… and tell him our concerns” before doing anything. “In my opinion, this policy will ultimately lead to the desired result and be beneficial for the country,” he continued.

The Republican leadership in Congress has granted Trump tremendous authority to impose his expansive new tariff system. Johnson, for example, has taken a procedural step that will virtually prevent any attempt by the House to repeal Trump’s tariffs, even though a number of Republicans have supported such legislation.
